14 weeks ago Big move to ban the first NOC for sport-related (as opposed to war/apartheid) reasons but since the Olympics haven’t yet evolved into the fully sanctioned anabolic-cyborg fever dream of the future, it’s reading like the right move. While it’s more than likely that there has been varying levels of tacit approval by Olympic governing bodies in the past, the IOC has put it to the NOCs to be responsible for investigating and shutting down balco-like scandals. As it has been determined that the doping was state-sponsored, the government should be punished while clean athletes should still be allowed to compete. Doubt that Putin will let them but unfortunately that’s out of the IOC’s control.
